Congress Approves Skim Milk Spy Bill The AP and Washington Times report that Congress approved and Obama signed, late Tuesday, sweeping changes to surveillance laws enacted after the September 11 attacks, banning the NSA's bulk phone-records collection program, which triggered controversy following Edward Snowden's disclosures. Instead, phone companies will hold the records and the government must make more individualized warrant applications therefor.
