Another daytime execution in Tijuana Posted: 09 Apr 2015 04:57 PM PDT Man executed in Zona Centro Days after narco mantas were thrown up at three points in the city, there has been a series of killings, a tension in the air, as some wonder again, will the city descend into frenzied violence? Last night an attempted kidnapping and murder, with 7 heavily armed men wearing body armor. The attack was repelled, but many were struck by the brazen attack, something that has largely disappeared from the city in recent years. In the days preceding the mantas, there were executions in the city, including 3 at a rehabilitation center, reminiscent similar attacks in Juarez, and one body found encojibido, in La Presa, wrapped in a blanket and executed. Another man was gunned down in a garage off Sanchez Taboada. It all could be unrelated, fleeting pieces of violence and torture, only linked through their brutality and ability to shatter a families life. An endless common thread of blood, power and death. This morning Luis Manuel Tosanco, 'El Mono' was murdered at taco stand in La Mesa, in what appears to be a coordinated, precision execution and ambush. Hours later another not yet identified man was murdered in Zona Centro, his attacker was arrested moments later with a .40 caliber pistol. Few detail have been released, and none may be, as another anonymous death briefly punctuates the calm of a city. In any case, it escalates the tension and lingering threat of violence. "Flakka" new drug that causes super strength, hallucinations, insanity... and it's legal Posted: 09 Apr 2015 08:20 PM PDT By Lucio R. for Borderland Beat Flaka: Spanish urban dictionary says; Word for skinny. Not to be confused with... Flakka: Designer drug increasing in use by 800% in the last year You may have not heard of the drug, or much about it, but it is flooding the drug markets of states such as Florida, Texas and Ohio. It is attractive to the drug user chasing something "new" for the next high, for several reasons; for starters it is cheap (5 dollars) and because it is relatively new, its chemical components are yet to be banned. So for now, it is technically legal. In fact, there is zero information about the drug, on the U.S. Government NIH Drug abuse website. It is versatile; the drug can be swallowed, injected, snorted or discreetly tucked away in an electronic cigarette or vape, Flakka has the appearance of crystal pebbles. In addition to the name Flakka it is also known as "gravel". The majority of its production, along with its predecessor "Bath Salts", is produced in China. Now the down side for you tempted to have a crack at it. It is highly addictive dangerous hallucinogenic. Its high initially is one of tremendous energy, like meth, paranoia sets in, hallucinations and on occasion, super human strength. Jim Hall an epidemiologist at the Center for Applied Research on Substance Use, explained to Medical Daily; "We're starting to see a rash of cases of a syndrome referred to as excited delirium. This is where the body goes into hyperthermia, generally a temperature of 105 degrees. The individual becomes psychotic. They often rip off their clothes and run out into the street violently and have an adrenaline-like strength, and police are called and it takes four or five officers to restrain them. Then, once they are restrained, if they don't receive immediate medical attention they can die." There has been at least 136 known deaths resulting from the use of this drug in the past 18 months. It is called a guinea pig drug, because the effects of its use is unpredictable, even the same user can have wide variables after using the drug, having a completely different result from one use to the other. Its effects can last as little as a couple of hours, to as long as several days. Flakka is in the same chemical class as the drug "Bath Salts". The difference between flakka and bath salts is they're based on different compounds, and the one in flakka isn't illegal. Flakka is made from alpha-PVP, (cathinone). Bath salts are made from MDPV, a cathinone derivative that's now banned. Cathinone: (above photo) The khat (pronounced cot) plant has been chewed on in the horn of Africa for thousands of years. Typically chewed much like chewing tobacco and stored in the cheek to slowly release its chemicals. The primary chemicals of the plant is cathinone and cathine, these are similar to amphetamine in structure. Flakka has made headlines more for the psychosis and bizarre behavior post usage of the drug. You may have seen the story of James West, who after consuming Flakka, thought it was important to break down the glass entry doors of the Ft Lauderdale police department. Video footage depicted the man going nuts on the door. Pounding it with every part of his body, including his head. He picked up large rocks to help his effort, to no avail. He may have had the "superhuman strength" as police reported, but he was outmatched by the hurricane resistant doors. West said people were chasing him in cars and he wanted to enter the building for safety. The video below and next story is from TomoNews from March 26th : A Florida man is lucky to be alive after impaling himself on a spiked fence after trying a new drug called "flakka." Officers standing outside the Ft. Lauderdale Police Department in Florida Sunday night said a man approached them and strangely said he thought there might be a warrant out for his arrest. As cops were checking out the man's tale, he suddenly made a run for a spiked security fence that encircles the station parking lot. Surprised officers barely had time to react when the man, who later told cops he had just smoked a new street drug said to be a mix of meth, coke, heroin and other assorted chemicals, attempted to jump over the spiked fence. He failed — quite spectacularly. The man, identified as Shanard Neely, didn't make it over the fence, but he did make it into the fence. He was impaled by a spike which went through his crotch and out the back of his leg. A quick thinking cop used his handcuffs to bolt the automated fence shut, or the dude might have been ripped apart. Thankfully for Neely, a fire engine crew had just refilled their truck and were able to begin rescue attempts quickly, but Neely dangled on the fence for over 20 min while rescuers used a circular saw to cut through the metal. He survived and was taken to hospital with the spike still in his body. And lastly: From Hip Hop Wired, once again the scene is in Ft. Lauderdale Florida, the state that keeps giving us the best in "WTF" news, is back on the map because of a drug called "flakka." A naked 34-year-old Fort Lauderdale man was stopped by police last Saturday (April 4), apparently high off the synthetic drug. Local news outlet WSVN-TV broke the report of Matthew Kenney and his erratic behavior after using flakka which led him to run through streets with just his sneakers on. Witnesses caught Kenney on cell phone video before he ran by a pair of police vehicles. The Fort Lauderdale resident, later told officers he had just smoked flakka moments before streaking. He told police he was running from people who trying to kill him. "He was in fear that individuals were chasing him, (and) that they had stolen his clothes," said Fort Lauderdale Police Detective Tracy Figone. According to the arrest report, Kenney said he wanted a car to hit him, telling officers, "Because if I got hit by a car they would stop chasing me." "He thought it would be better to be struck by a vehicle than to have these individuals catch him," said Figone. | ||
PAN and PRI Legislators approve foreign nationals to carry weapons in Mexico Posted: 09 Apr 2015 07:24 AM PDT Translated by Otis B Fly-Wheel for Borderland Beat from a Proceso article
Jenaro Villamil and Eduardo Miranda With only two votes, the majority of legislators of PAN and the PRI approved reforms to the Federal Law of Firearms and Explosives, to permit agents of customs and immigration from other countries and especially the United States to carry weapons in the country. During the brief debate in commission, the Senators Alejandro Encinas and Manuel Bartlett argued against the amendments highlighting the lack of reciprocity in American Law and the risks to nationals. "Its a submission to US interests which we are seeing here, its really ridiculous to hear these arguments and see this initiative, that in reality is about nothing". " There is no justification for arms, not one", accused Bartlett. The PT Legislator insists that the reform is a requirement of the United States, and it is absurd not to openly discuss the issue, but we invent tourism and business that is going until the last. In turn Senator Alejandro Encinas said that a reform of this nature will bring problems in its implementation with the area of local legislation. He mentioned the case of the Maricopa Sheriff, United States, of the existence of the Border Patrol opening fire on Mexican's or groups of hunters of migrants among others. "Personally I think these modifications won't benefit tourism or trade, and to have customs and immigration agents of another country operating in national territory, regardless of whether their weapons leave the immigration of customs enclosures that they are operating", explained Encinas. In defence of the reforms, the Pan Senator Hector Larios said that its not only for the United States, and yes in that country there is no reciprocity", then we cannot apply to them". He insisted that article 28, the need for reciprocity is explicit. The he defended the reforms, stating that "its absolutely relevant" especially in Migration and customs inspections. Weapons will be carried exclusively in the work place, and is not applicable to Mexican's, it is to check anyone who will board a plane in the case of an airport, to a destination in another country so that the immigration process is taken care of before you reach that country, argued Larios. According to the Pan Legislator, this will benefit in an important manner the flow of passengers. Cristina Diaz of the PRI, President of the Government Commission, cites Sedena to insist that it will be a "temporary possession of weapons", provided there is reciprocity. Permits will last six months and these foreign agents may only carry weapons used in their country of origin. Diaz said that this reform is only for "accredited customs and immigration agents", and extends this right to diplomatic agents, so there is no risk that can distort the sense of initiative. Posted: 09 Apr 2015 06:23 AM PDT Borderland Beat posted by DD republished from Business Insider A relatively new drug cartel which emerged out of the chaos of Mexico's ongoing drug war just pulled off the deadliest attack against members of the Mexican security forces in years. On April 7, members of the Jalisco New Generation Drug Cartel (CJNG) ambushed a convoy of elite state police security officers en route to the city of Guadalajara. Fifteen police officers were killed in the assault and a further five were wounded. The brazen attack was the single worst day of violence against uniformed security services in the two years that Enrique Pena Nieto has served as the president of Mexico, the AFP reports. CJNG's strike will make the organization — which splintered from the powerful Sinaloa cartel 5 years ago — a focus of the government's efforts and could even be perceived as an act of war against the state. "The army, navy and police have dealt heavy blows against the Jalisco cartel and they are declaring war to the federal government, which is not common," Raul Benitez Manaut, an expert at the National Autonomous University of Mexico, told AFP. In spite, or possibly because, of the CJNG's willingness to attack military targets, the cartel has become the single fastest growing drug-trafficking organization in Mexico. Based in the western state of Jalisco, the group has influence to the southeastern tip of Cancun and up to the border with Texas. "It is spreading like a cancer in Mexico," Mike Vigil, formerly of the Drug Enforcement Administration, told Global Post. "It's the fastest expanding cartel and they could in the near future overtake the Sinaloa cartel as the most significant organized group in Mexico." The cartel even has the technical knowledge and ability to run its own armament workshops that allow the group to assemble their own AR-15 assault rifles. Originally part of the Sinaloa Cartel, the CJNG splintered from the organization in 2010 after the death of Sinaloa representative Ignacio "Nacho" Coronel, Insight Crime reports. Coronel oversaw the Sinaloa's operations in Jalisco and his death caused a power vacuum which the CJNG swiftly exploited. According to Insight Crime, the CJNG's meteoric rise to power since 2010 is due to a convergence of factors. The group's origins within the Sinaloa offered them business opportunities and practical knowledge. And the relative stability of Jalisco state enabled the group to expand and consolidate without having to engage in costly turf battles to establish initial control. The relative weakness of cartels in neighboring states also allowed the CJNG to expand outwards without much resistance. The CJNG has also expanded successfully thanks to its past strategy of portraying themselves as a nationalistic paramilitary group aimed at defeating other cartels and bringing stability to the country. In 2011, a faction of the CJNG called the Mata Zetas (Zeta Killers) carried out a mass execution of 35 people in Veracruz that the group claimed were members of the rival Los Zetas cartel. Two days later, an additional 11 bodies of Zetas that the CJNG were suspected to have executed were found around the city. In a video posted online after the executions, members of Mata Zetas claimed that "our only objective is the Zetas cartel," and that the Mata Zetas were "anonymous warriors, without faces, but proudly Mexican," the Wall Street Journal reports. |
