Fundraising Provision to Return Money, Power to Parties

A massive expansion of party fundraising -- more than tripling a couple's capacity to contribute -- slipped into a congressional budget deal this week would fundamentally shift how money flows into political campaigns, providing parties leverage to wrest power back from independent groups. The Washington Post reports the provision materialized at the last minute in the final pages of a 1,603-page spending bill. Both sides are reportedly pleased. But on the record, neither party will claim it.
