Fundraising Provision to Return Money, Power to Parties A massive expansion of party fundraising -- more than tripling a couple's capacity to contribute -- slipped into a congressional budget deal this week would fundamentally shift how money flows into political campaigns, providing parties leverage to wrest power back from independent groups.
