Sorry I was unclear.

If you are using dhcp3-client you could try supersede option as man
dhclient.conf says:

The supersede statement

supersede [ option declaration ] ;

If for some option the client should always use a
locally-configured value or values rather than whatever is
supplied by the server, these values can be defined in the
supersede statement.

I didn't tried that. Just an idea.

Another option is to write small shell script which deletes default
route and put it in /etc/dhcp3/dhclient-enter-hooks.d/ directory.
Look at debug script there.

All of above applies if you use dhcp3-client from Debian.
