Obama Asks for War Authority Against ISIS, But No Ground Troops

President Obama's proposed war powers bill will ask Congress to approve military action against ISIS anywhere in the world, but would ban "enduring" ground troops, reports Bloomberg's Josh Rogin. The Hill reports an earlier version banned nearly all ground troops, but ran into Republican opposition.
