Some reports are calling today's arrest of Comandante Ramas,  as "the man who was the replacement for Z42", "Z40's closest compadre",  And "the greatest target subsequent to  Z42".

While he is/was a long time Zeta and an important regional leader, he has never been mentioned as the new Zs premier leader.

His name is Ramiro Pérez Moreno, alias "El comandante Ramas", "7-4", or "El Rama".  As of 2013 he was reported as the Jefe de Plaza for Nuevo Laredo.

In researching his history there isn't much in the press/blog archives, but there is an interesting story from 2008.

In 2007, "El Ramas," was arrested in Coatzacoalcos, Veracruz, along with Salvador Alfonso Martínez Escobedo, "La Ardilla,"- a close friend of Lazca, who  later became a senior Zeta- and with Gerardo Sánchez Trujillo, Alfredo de la Fuente Ramos and Luis Antonio Rodriguez Azuara.

They were incarcerated, when a year later, an armed commando with AK47s and AR15s burst into the Centro de Readaptación Social (Cereso) "Duport Ostión" in Coatzacoalcos.  After the gunmen immobilized guards and officials, they liberated the men named above in the 2007 arrest.

The armed commando was described at the time: "a group of Los Zetas, the armed enforcers for Golfo Cartel"
Ardilla & Lazca
What is reported about Monday's capture, as reported by Tamaulipas State government:

The Tamaulipas Coordination Group announced that in an operation by state and federal security forces, on Monday March 23, Ramiro Pérez Ramos "El Rama," classified by the National Security Commission as regional commander of the cartel Los Zetas and one of the leaders of that group, was arrested in the city of Nuevo Laredo.

He was added to the Federal list of 14 priority objectives in the second phase (2014) of Tamaulipas Security Strategy.

A ground operation led to the arrest of Pérez Ramos with several of his accomplices identified as Carlos Roberto Hernandez "El Pato," Humberto Eleuterio Gutiérrez Martínez, "El Sonrics," Luis Rolando Caudillo Garza, "El Guicho," and  Daniel Israel Peña de la Rosa "El Piedrolo."

They refer to him as Ramiro Pérez Ramos, however his booking name in 2007 in Moreno not Ramos.

Federal officials reported: based on his history, the suspect is today the most important commander of this criminal gang, with areas of influence in Coahuila, Tamaulipas and Veracruz.

Heriberto Salgueiro Nevarez, identified as one of the principal operators of the criminal cell Gente Nueva, and armed wing of the Sinaloa Cartel in Chihuahua, was detained today by the Mexican Army during an operation carried out in Culiacan.

Functionaries of the Federal Government said that the detained is the brother of Jose Salgueiro Nevarez "El Che" ( Otis: see Havana Pura article on arrest at BB), presumed Lieutenant of Joaquin "El Chapo" Guzman, who was captured in October of 2012.

El Che

They indicate that he is also the brother of Noel Salgueiro Nevarez "El Flaco Salgueiro"( Otis: see link to his arrest reported by Chamuko 213), who was captured by Military on the 4th of October 2011. "El Flaco" was the leader and founder of the group Gente Nueva, of the Sinaloa Cartel, and one of the operators close to the boss "El Chapo" Guzman.

El Flaco

After the capture of "El Flaco" Salgueiro, and after some settling of scores "El Che" managed to put him in as Lieutenant of "El Chapo" in Chihuahua.

The functionaries consulted said that Heriberto was put at the disposition of Seido, who in the next few hours will determine his Ministerial situation.

Heriberto Salgueiro Nevarez controlled the planting and production of opium poppys and marijuana in the mountainous areas between Chihuahua and Sonora.

He is considered one of the principal generators of violence in these areas, he maintained the fight against other criminal groups for control of the plazas, the sale and transit of drugs, of which he was in charge of logistics to United States.

Federal forces captured a rifle, five side arms, 19 cell phones, 18,900 American Dollars, and half a kilo of Heroin.
