cgroups on Jessie

Hallo

My name is Mark, computer: proc -  AMD64 with Debian Jessie 64bits on board + server LAMP.

Planned defending line for server = iptables with implemented cgroups responsible for bandwidth traffic filtering, prioritizing and shaping with cgroup subsytems: net_cls and prio_cls.

I would appreciate any kind of informations about: config, implementation.Guide, manual, howto, tutorial, link?!.
